Meanwhile, teams of rescue workers and engineers with heavy lifting equipment began the slow and unsafe task of lifting the unstable remains of the 950-ton concrete structure from vehicles that were crushed when the bridge came down early on Thursday afternoon.
"In light of the fact that there were multiple agencies and companies involved, we're going to need a clear understanding of who had what role in this frightful tragedy", Nelson said in a statement Friday. The school has always been interested in this kind of bridge design; in 2010, it opened an Accelerated Bridge Construction-University Transportation Center to "provide the transportation industry with the tools needed to effectively and economically utilize the principles of ABC to enhance mobility and safety, and produce safe, environmentally friendly, long-lasting bridges".
The three bodies were among the six fatalities believed to have occurred in the collapse Thursday afternoon, but authorities said that number could rise as vehicles are removed.
MCM is owned by five brothers from the Munilla family, several of them former students at FIU.
The death toll meanwhile was likely to go up when authorities extracted and identified the remains of victims in vehicles trapped under the rubble, Perez said. One person died at a hospital, and Juan Perez, director of the Miami-Dade police, said five bodies were located with the help of cameras but not yet retrieved from vehicles crushed under the vast slab.
Others have desperately waited for almost 48 hours for word on their loved ones. "It was bad", he told CNN affiliate WSVN. "They were the department's eyes and ears overseeing the work", filing reports on a daily basis.
More victims may be buried in debris.
"They just inspected the work to make sure the work was performed in accordance with the plans and specifications", he said.
Mayor of Sweetwater Orlando Lopez confirmed that one of the confirmed victims from Thursday's collapsed bridge in Miami was a FloridaInternational University student.
Mark Rosenberg, the president of FIU, said the university was heartbroken about the death of the as yet unnamed student. On March 10 - at the start of FIU's weeklong spring break - a rig moved the span into position over the street as community members gathered to watch.
FIU offers an entire program around bridge projects like this one: the Center for Accelerated Bridge Construction, which opened in 2011. Counseling services will be available for students, faculty and staff, the school said.
A spokesman for MCM told CNN the company has had $152 million in federally funded government projects in the past five years.
FIGG collaborated on the project with MCM Construction, a Miami-based contractor.
Unlike traditional methods of construction, ABC streamlines the building process so that bridge projects can be completed quicker and more cost effectively.
At least one MCM project resulted in a lawsuit concerning safety.
The OSHA violations included citations for employees not receiving proper hazardous-chemicals training before handling concrete, not removing water from excavations and not wearing safety glasses and protective gloves, documents show.
The company said it has worked on more than 230 bridges and has "designed almost 35 miles of bridges in the southeastern Atlantic and Gulf of Mexico that have withstood multiple hurricanes".
