Officials said they believe fog was a factor in the crash.
Shannon, who was a local attorney from Lakeland, filed a flight plan Sunday morning to fly to Key West, according to the sheriff's office.
After taking off, the plane came down on the airport's east runway in what Judd described as a "horrific" crash.
Authorities identified the four passengers as Shannon's daughters, Olivia Shannon, 24, and Victoria Shannon-Worthington, 26; Shannon-Worthington's husband, Peter Worthington Jr., 27; and a family friend, Krista Clayton, 32, of Lakeland.
Victoria was a school teacher in Baltimore, Maryland, and Peter was a law student at the University of Maryland, Judd said.
Mann said that when fire rescue crews arrived at the scene, the plane was already fully engulfed in flames.
The plane that crashed was a twin-engine plane, police said in a tweet.
The plane crashed shortly after takeoff and the sheriff's office said all of the victims perished upon or immediately after impact.
The National Transportation Safety Board and Federal Aviation Administration will further investigate the cause of the crash. "It is a worse tragedy on Christmas Eve".
