Addressing the centenary celebrations of Patna University here in presence of Bihar Chief Minister Nitish Kumar, Modi said Indian universities such as Nalanda and Takshashila attracted students from all over the world. This was PM Modi's first ever full-fledged tour of the state since joining the hands with Nitish Kumar-led JDU. Pointing out the Modi government's initiative for the building of the roadways, Modi said that the previous leaders were skeptical of developing roadways, the NDA government is in the process of doubling the pace of road building as part of Pradhan Mantri Gram Sadak Yojna.

Gadkari also said that of the total 11 sewage projects that would be constructed for Patna alone, the foundation stone has been laid for four projects that would treat 140 MLD (million litres a day) and stop effluents from being discharged into the Ganga.

The other three projects are four-laning of Bakhtiyarpur-Mokama section of NH-31, two-lane construction of Maheshkhunt-Saharsa-Purnea section of NH-107 and two-lane construction of Biharsharif-Barbigha-Mokama section of NH-82.

"These projects together will create new STP capacity of 120 MLD and upgrade the existing 20 MLD for Beur", said an official statement. This also includes sewer network of about 235 km in Beur and Saidpur zones.

The Prime Minister called for a pledge to make Bihar among developed state by 2022 when the country will celebrate 75 years of independence.

In Patna, seven other sewerage projects are at various stages of implementation.

In 2015, during the campaign for the assembly elections, a "package" of Rs 1.25 lakh crore was promised by the Prime Minister for the state.

Unprecedented security arrangements were in place for Modi's visit. Additional Director General of Police (Headquarters) said seven Superintendents of Police and 12 deputy SPs had been deployed to oversee the security arrangements and regulation of road traffic during almost five-hour stay of the prime minister in the state.

"Special arrangements have been made for Mokama where one company of CRPF and two units of STF will be assisting the local police in maintaining security", Singhal said. But much of it was lost in the din over the central university tag for Patna University. However, a minor controversy has erupted with actor-turned-politician and local BJP MP Shatrughan Sinha raising the issue of not being invited to the programme despite being a Patna University alumnus. The function was organized by local BJP MLA Nitin Naveen.

Vice Chancellor Ras Bihari Prasad Singh, meanwhile said that Sinha including RJD president Lalu Yadav and Yashwant Sinha were on the guest list but could not be sent the invitation due to the delay in printing.
